Could someone explain the layout of Chautauqua Co.? Is Harmony the main city with Ashville, Blockville, Grant, Panama, etc being suburbs? What are they called: a village, a town, or something else?

New York State is made up of counties, cities, towns (which comprise a lot of acreage with smaller towns within it) villages. The county may contain no cities ( a city must have a certain population). Many times there is a village within a town and both have the same name. What you have listed are villages within towns. If you check the site www.usgenweb.com and go to New York State, click on Chautauqua Co., it should make it clearer for you.
